HAVING spent significant time in the past six years working to prevent the expansion and subsequently ensure the satisfactory completion of Risley landfill, it is clear to me that Arpley is following an identical path.
The operators of sites involving mineral extraction and waste disposal always cite often reasonable excuses for their failure to meet completion dates and requiring further planning applications which the council has to grant to achieve completion and/or avoid expense.
The council has not the resources, neither in manpower nor money, to properly monitor and regulate these developments and no matter how committed the councllors are the planning resources are always stretched.
This type of development cannot be handled like a building project because it is technically quite different and lasts for 30 years or more.
