Borough leaders want to introduce the Duke of Edinburgh award scheme for its workers to encourage teamwork, initiative and self-confidence.
The programme of leisure activities aims to enhance the personal and social development of young people aged 14 to 25.
Clr Pauline Nelson, chairman of the Youth and Community Sub-Committee, said: "I am a convert to the Duke of Edinburgh's award Scheme.
"It is a great scheme and Warrington has a very good record of achievement."
