Knutsford Town Council has spent £115 on the mayoral airfare to visit twin town Montmorency.
But the name on the plane ticket will have to stay blank until after the elections on Thursday May 6.
"We don't know yet who the official mayor will be," said town council clerk Gay Martyniuk at a meeting last week.
"It is the principle of whether the town council is prepared to pay for whoever may end up mayor."
Town councillors quickly decided they would pay for the mystery mayor to visit the town outside Paris.
And Clr Beth Page pointed out that their French friends wouldn't have to face such a dilemma.
"Their mayor is elected for five or seven years," she said.
