IT is incredible that Cheshire County Council have found it necessary to refer a proposal to reduce speed limits in villages to 30mph since the necessity for them must be one of the matters most frequently brought to their attention by parish councils and others.
It is believed that the police feel that the imposition of lower limits might be impossible to enforce but this is the case with many laws.
Few burglars are ever caught but burglary remains an offence.
