That's it for today's live blog. The inquiry is expected to go on for three weeks with councillors from the area set to speak towards the end of the hearing.

This afternoon representatives from tip operators FCC and the council will be battling it out over the issue of odours. 

It is expected FCC will further argue complaints are 'unsubstantiated' and smells could be coming from elsewhere.

The council will explain complaints are often made about the tip first thing in the morning, evenings and at weekends which means they do not have the man-power to go out and validate thos complaints.

I would like to ask where the people making these decisions to let other towns rubbish be dumped in Warrington live. Is it on their doorstep or do they live in an area without smells of rotting cabbage, bird droppings all over our vehicles and gardens, dust, dirt and items that fall from waste lorries littering our streets. Spare a thought for the residents that have put up with this for a long time. If Warrington can invest and not send our rubbish to landfill then surely these other councils can do the same. SAY NO TO ARPLEY!

Residents are hoping it gets the message across to the inspector.

It is suggested to Mr Rowlands Arpley is a good location for waste to be transported from Manchester, Halton, Liverpool and the wider Merseyside area.

He argues that is not the case for Manchester rubbish.

We live on Marina avenue and we have a big problem with smells, flies, and birds. Liverpool road is in a bad state and needs potholes repairing. Each day the road is littered with things that fall from the lorries. This as well as the dust and dirt is getting worse not better. We need to stand up and be heard. WARRINGTON doesn't send it's waste to landfill so why are we a dumping ground for these other towns.STOP NOW BEFORE IT GETS WORSE. Whoever let these other towns dump their rubbish here in the first place , I bet they don't live in the area and suffer like the residents of great Sankey and Sankey bridges have over the years.

Gary Rowlands from the highways department confirms there are no reasons for refusal relating to highways concerns but there are issues regarding congestion on the network.

Earlier campaigner Norman Crompton described to me the smell living near the tip as being like 'rotting cabbage' and said he had been complaining about speeding lorries for six years.

He added: "it's only recently we have been told to send our complaints to he police who are now looking at setting up a speed trap."

He also asks for a maximum HGV limit and long-term average daily cap.

A witness from the highways department currently holds the floor.

He says the Sankey Bridges tip is some distance from motorway network and all traffic has to use Liverpool Road which has historically generated complaints.

its a joke that a local council can not stop a big company from illegally dumping on it. how dare they try and push through an extension to a licence you do not even currently hold. its also nice to see that our surrounding neighbours like Chester and Halton do not care out maintaining a health relationship with there neighbours. CLOSE THIS MONSTROUS LANDFILL NOW. THEY AGREED TO A CONTRACT OVER 20 YEARS AGO AND HAVE NOT ABIDED BY THAT CONTRACT IT HAS RAN OUT. SO GET LOST

Earlier Labour parliamentary candidate Nick Bent said today was a 'big day for the Stop Arpley campaign' and he hoped the inspector would drive around the area and talk to residents.

He adds there is a gap between promises of what would be done (ie. wheel washes on tip vehicles) and what happens in reality

Representative David Manley says need for tip for Greater Manchester waste is of operator's 'own invention'.

Adds there would be nothing stopping Arpley bosses from bringing waste from further afield to keep the site open in the future if waste stops being dumped at the site from Merseyside

Cheshire West and Chester Council and Halton council are both supporting tip operators appeal.

When the Warrington Guardian asked Halton council leader if he he would visit site, we were told no comment.

It's clear residents' blood is boiling over opening comments from tip operators

He adds closing the tip would lead to more vehicles on the town's roads and more than one million tonnes of 'materials' needed to do so

Inspector said he will be looking at the site being on green belt land, the effect of traffic on living conditions of residents, particularly air quality and dust, and odours.

Going through some technical details at the moment. Inspector sits at the front of the room with council and tip operator representatives sat opposite each other surrounded by boxes of folders.

Inspector clarifies he has already seen the surroundings of Arpley and will definitely make an 'accompanied visit' towards the end of the inquiry

Why, when the Council first gave its consent and approval to the Arpley Tip were the conditions attaching to that consent not more robustly circumscribed and enforced? What cost benefit if any is WBC getting from the tip? Why was a 106 agreerment, which is legally binding, not incorporated into the Council's conditions of consent/approval? Why did the Council fail to monitor the tipping contractor's on site activities as the original date for final tipping and site remediation drew near?

Quite right we have our own stink hole whereas others have been plagued by sink holes
