HALTON council staff and councillors were among the crowd at Sunday's Croatia versus Switzerland match in Portugal.
They saw the teams play out a draw in Halton's Portuguese twin town of Leiria.
Halton Council said the councillors and staff bought their own match tickets.
They were among 12 delegates from Halton. A Halton council spokesperson said: "Halton Council's twinning links date back to 1992 and activities have taken place every year since then.
"Activities include a look at the transport infrastructure, a number of meetings on issues and around people with disabilities, the elderly and young people."
The 30,000 seat Dr Magalhaes Pessoa stadium will also host the June 17 fixture between France and Croatia.
