As previously reported, developers are seeking prior approval consent from Warrington Borough Council to turn parts of the first and second floors of Culcheth’s CPS Shopping Centre into 14 flats.
The plans in November come following other failed attempts, with the last being withdrawn following 150 letters of objection earlier this summer.
Traders at the CPS Centre on Common Lane were ‘cruelly evicted’ earlier this year, devastated by a decision by the centre’s owners to oust them from their premises – with some businesses being based there for decades.
In January, owners Shivat Haminim Capital Ltd handed first-floor tenants formal notices terminating licenses at the premises.
The firm acquired the centre in 2021, but it raised concerns over the fire safety of the centre in its reasons behind the decision.
The eviction letter sent to tenants stated that a report emphasised that ‘critical works to improve fire safety must be undertaken within weeks to eliminate life-threatening hazards’.
But it was later reported that the fire service believed that the work could be completed without evictions.
The latest plans state: “The existing CPS Centre comprises a shopping centre arranged over the ground, first, and partial second floor.
“The ground floor consists of a Sainsbury’s supermarket, seven retail units, and an office currently in use as a solicitors.
“At first-floor level, the retail units are vacant. The partial second floor is vacant.
“The application for prior approval is for the proposed change of use of the floorspace at the site from office to provide 14 residential units.
“The proposed units would be provided over part of the first and second floor levels.
“All of the proposed units comply with the relevant national space standards.”
Dozens of objections have already been submitted against the new proposals, including from Croft Parish Council, and from Culcheth and Glazebury Parish Council.
One resident wrote: “I strongly object to this proposal. Our village does not need any more residential dwellings.
“There are already a lot of empty apartments for sale, alongside our ‘village’ having close to 200 new homes being built.
“The impact this change of use will have will contribute even further to the pressure the village faces on traffic.
“Trying to move at rush hour or school times is becoming increasingly more difficult, let alone dangerous.
“Large vehicles thundering through at all times of day are ruining our village, and this proposal for an amenity so central will only contribute to this even further.
“Parking then becomes the next issue. Nowhere to park is leading to dangerous parking on streets and busy roads etc, causing even more chaos and congestion.
“This proposed change would be catastrophic. We are a village that needs more amenities, not more living space.
“It is extremely saddening that big businesses that buy things up in ‘small villages’ they have never lived in do not think of the wider impact this will have on residents.”
