THE green light has been given to demolish a closed restaurant on a Warrington retail park and replace it with a drive-thru coffee shop.

Plans were submitted to Warrington Borough Council in October 2023 relating to the former Harvester unit at Riverside Retail Park.

The chain permanently shut the venue in January 2018, and the building has been vacant ever since.

Now however, applicant Warrington RP Limited has been granted approval to bulldoze the site and replace it with a smaller drive-thru Starbucks.

Plans submitted as part of the application state that the project would create 12 full-time jobs.

They say: “This application is part of an identified investment initiative by the owner to improve the customer experience given there is no similar offer at Riverside.

“Furthermore, the proposals seek to bring an area of longstanding vacant floorspace back into active use through this development.

“Coffee shops and other food and drink outlets are now commonplace on retail parks across the UK.

“This application will therefore keep Riverside’s offer aligned with customers’ expectations, ensuring both its short and long-term success.”

They go on to say that contracts have been exchanged with Starbucks, and while the chain already operates numerous Warrington venues, it is looking to expand its presence in town and open a drive-thru operation to the central and southern part.

Plans state: “This operation will target a different market and therefore can sit alongside the existing stores.

“Starbucks has been looking to deliver a drive-thru in this part of Warrington for some time and has identified Riverside as the preferred location.

“The proposals will result in the redevelopment of a vacant unit, and therefore underutilised parcel of built land.

“They represent an investment that would deliver additional retail choice for residents in the area and go to the very heart of sustainable economic development.”

The drive-thru lane will wrap around the rear of the unit following a reconfiguration of the car parking, resulting in a loss of five car parking spaces.

On traffic, plans conclude: “In regard to forecast trip attraction, the proposed development will result in a total of 17 new vehicular trips in the busiest peak hour, which occurs on a Saturday.

“The impact of the proposed development on the local highway network will be negligible.

“The residual cumulative impact on the road network will not be severe such that there are no highways and transport reasons why the proposed development cannot be granted permission.”
