INDEPENDENT Geoff Fellows upset Labour to be elected to Penketh Parish Council.
In an incredibly tight battle in the west ward, he won one of two seats available along with Labour candidate Ray McKay.
But fellow Labour candidate Kenny Watson failed to be elected after finishing fifth on the ballot paper.
Conservative Lawrence Worswick was sixth.
Just 25 votes separated first from fifth.

Dale Solan was a comfortable winner for Labour with Phil Hayward second for the Conservatives.
