Routes into the town centre are still clogged with motorway traffic.
HGVs and coaches are backing up on Chester Road and Mersey Street.
The motorways have reopened but the backlog is not clear.
The A49 Winwick Road is closed at junction 9. In the west of town, cars are still tail-to-tail up Cromwell Avenue, Sankey Way, and as far back as Greystone Rec on Warrington Road.
