Most of the outdoor stalls in Silk Mill Street remain empty on the town's three market days.
But when the farmers come to Knutsford on the first Saturday of the month, the market is usually packed.
"Specialised markets seem to have remained in demand so maybe that is a way forward for the future of the industry," said a spokesman for Macclesfield Borough Council.
"Although I can't say it is the right answer for Knutsford." Borough bosses are well aware of the decline in traders - and customers - at the town's outdoor market over the past few years.
Only one trader occupies the area on a Tuesday with just three turning up on a Saturday.
Friday is the busiest day with five traders, selling such goods as fish and flowers.
"The decline reflects a national trend in the popularity of markets," said the council spokesman.
"We are keeping a watchful eye on the situation but it is difficult to judge a solution."
The farmers' market is currently suspended due to the foot-and-mouth epidemic sweeping the country.
