Winchester Street is now back open, after being closed off by BT Openreach.
It is understood that the work was being carried out as part of Salisbury's ultra-fast broadband upgrade.
Traffic in central Salisbury was building as work was carried out on the well-used city road.
Vehicles were diverted around Endless Street, Salt Lane, and then around to Rollestone Street.
It was closed off for most of the day.
