ROAD TRAFFIC REGULATION ACT 1984 MOULDERS LANE (PROHIBITION OF DRIVING) TEMPORARY ORDER 2017 NOTICE IS HEREBY GIVEN that the Council has made an Order under Section 14 of the Road Traffic Regulation Act 1984. The effect of which is to prohibit driving on Moulders Lane from its junction with Bank Street for a distance of approximately 85m in a westerly direction.
The Order was effective from Monday 10th July 2017 for 7 weeks. The works were undertaken in phases as detailed below.
Phase 1: Monday to Thursday for 24 hours when signed on site for week 1 and 2 of the closure. Phase t Saturday and Sundays only when signed on site for weeks 3,4,5,6 and 7 of the closure. However as a result of various engineering difficulties an extension is required as follows: Phase 3: Monday to Thursday for 24 hours when signed on site for week 8 and 9 of the closure. The alternative route is Moulders Lane via Academy Way, Moulders Lane and vice versa. The closure is required to undertake various construction works associated with the Time Square development, including carriageway, surfacing, traffic signal installation, draining, kerbing and ducting works. VARIOUS ROADS AND RESTRICTIONS IN ASSOCIATION WITH CREAMFIELDS (VARIOUS RESTRICTIONS AND FOOTPATH CLOSURE) TEMPORARY ORDER 2017 NOTICE IS HEREBY GIVEN that the Council has made an Order under Section 14 of the Road Traffic Regulation Act 1984. The effect of which is to introduce the following: -Temporary 20mph Speed Limit Restriction
A56 Chester Road - From the Borough Boundary with Halton to its junctions with Old Chester Road/Runcorn Road. Temporary Prohibition of Driving
Daresbury Lane - From its junction with Warrington Road to the Borough Boundary with Halton (except for access to Creamfields car parking facilities). Hobb Lane - From its junction with the A56 Chester Road to the Borough Boundary with Halton. Holly Hedge Lane - From its junction with the A56 Chester Road to its junction with Runcorn Road.

Hobb Lane - From its junction with the A56 Chester Road to the Borough Boundary with Halton. Holly Hedge Lane - Its entire length.

Hatton Footpath no.12 From its junction with Hatton Lane to its junction with Gosling Close. The Order will be effective from Thursday 24th August 2017 for a period of 5 days. The restrictions will be in place as and when signed on site. Temporary diversion signs will be erected on site detailing the associated alternative routes for the duration of the works. The temporary restrictions are required to facilitate the Creamfields Music Festival. Ref: HIGH/1782

SCHEDULE
The Borough of Warrington (Off-Street parking Places)(Civil Enforcement) Consolidation Order 2008 is hereby further varied or amended as follows:
(1) By the deletion under Article 2 of the definition of "Parking Permit" and the addition of the following definition of "Parking Permit":
"Parking Permit" means a Contract Parking Permit, or Residents Parking Permit or Staff Contract Parking Permit of a type and design issued by the Council.
(2) By the addition of the following definitions:
"Contract Parking Permit" means a Permit issued under Article 31(a)
"Staff Contract Parking Permit" means a Permit issued to an employee of Warrington
Borough Council under Article 31(b)
"Residents Parking Permit" means a Permit issued to a resident under Article 31 (c)
(3) By the deletion of Article 7 and the addition of the following Article 7:
The areas of land specified in Schedules 1,2,3,4,5,6 and 7 to this Order may be used, subject to the provisions of this Order, as places to leave Vehicles, subject to the terms of use as detailed in the said Schedules.
(4) By the deletion of Article 31 and the addition of the following Article 31:
31(a) Contract Parking Permits are available from the Council at the appropriate fee for a specific Vehicle of a specific class and for a specified Parking Place as detailed in Schedules 3,4,5,6 and 7 to this Order subject to the following conditions:
(i) Any person who is the Owner of a passenger Vehicle or invalid carriage or Motor Cycle may apply to the Council for a Contract Parking Permit for the parking of that Vehicle in a Parking Place specified in Schedules 3,4,5 and 7 and any such application shall be made on a form issued by and obtainable from the Council and shall include the particulars and information as required by such form.
(ii) The Council may require an applicant for a Contract Parking Permit to produce to an officer of the Council such evidence in respect of the application as he/she may reasonably require to verify any particulars of information given to him/her and without prejudice to the generality of the foregoing the Council may require an applicant to produce to an officer of the Council evidence that the applicant has insured the Motor Vehicle for at least the minimum risks required to use the Motor Vehicle on a highway.
(Hi) The Council, upon being satisfied that an applicant is the owner of a Motor Vehicle of a class specified in Article 31 (a)(i) may issue to that applicant one Permit for the parking during the permitted hours in a Parking Place specified in Schedules 3,4,5 and 7 of the Vehicle to which such Permit relates by the owner or by an person using such Vehicle with the consent of the Owner (other than a person to whom such Vehicle has been let for hire or reward). The Council shall not issue a Permit to any person which would be valid for any period to which any other permit issued to that person extends. 31(b) Staff Contract Parking Permits are available from the Council at the appropriate fee for employees of the Council for a specific Vehicle of a specific class and for a specified Parking Place as detailed in Schedules 3 and 6 to this Order subject to the following conditions:
(i) Any employee of the Council whose employment fulfils the criteria for an application for a Staff Parking Permit and they are the owner of a passenger Vehicle or invalid carriage or Motor Cycle may apply to the Council for a Staff Contract Parking Permit for the parking of that Vehicle in a Parking Place specified in Schedules 3 and 6 and any such application shall be made on a form issued by and obtainable from the Council and shall include the particulars and information as required by such form.
(ii) The Council may require an applicant for a Contract Parking Permit to produce to an officer of the Council such evidence in respect of the application as he/she may reasonably require to verify any particulars of information given to him/her and without prejudice to the generality of the foregoing the Council may require an applicant to produce to an officer of the Council evidence that the applicant has insured the Motor Vehicle for at least the minimum risks required to use the Motor Vehicle on a highway.
(Hi) The Council, upon being satisfied that an applicant is the Owner of a Motor Vehicle of a class specified in Article 31 (b)(i) may issue to that applicant one Permit for the parking during the permitted hours in a Parking Place specified in Schedules 3 and 6 of the Vehicle to which such Permit relates by the Owner. The Council shall not issue a Permit to any person which would be valid tor any period to which any other Permit issued to that person extends.
31 (c) Residents Parking Permits are available from the Council for residents of any dwelling house without parking facilities of which the postal address is within the area detailed in Schedule 7 and is the Owner of a specific Vehicle of a specific class and for a specified Parking Place as detailed in the said Schedule 7 to this Order subject to the following conditions:
(i) Any resident whose postal address is within the area detailed in Schedule 7 and is the Owner of a passenger Vehicle, an invalid carriage or a Motor Cycle may apply to the Council for the issue of a Residents Parking Permit for the parking of that Vehicle in a Parking Place specified in Schedule 7 and any such application shall be made on a form issued by and obtainable from the Council and shall include the particulars and information as required by such form.
(ii) The Council may require an applicant for a Residents Parking Permit to produce to an officer of the Council such evidence in respect of the application as he/she may reasonably require to verify any particulars of information given to him/her and without prejudice to the generality of the foregoing the Council may require an applicant to produce to an officer of the Council evidence that the applicant has insured the Motor Vehicle for at least the minimum risks required to use the Motor Vehicle on a highway.
(iii) The Council, upon being satisfied that an applicant is a resident and owner of a Motor Vehicle of a class specified in 31(c) (i) may issue to that applicant one Permit for the parking during the permitted hours in the Parking Place specified in Schedule 7 of the Motor Vehicle to which such Permit relates by the Owner. The Council shall not issue a Permit to any person which would be valid for any period to which any other Permit issued to that person extends.
(5) By the deletion of Article 40(iii) and the addition of the following Article 40(iii):
"a Vehicle left displaying, in a Relevant Position, a valid Parking Permit issued in respect of specified Parking Place as detailed in Schedules 3,4,5,6 and 7 to this Order, subject to conditions determined by the Council.
(6) By the amendment of Article 43(3) by the addition of the following:
"(f) by end of the employment of a Staff Contract Parking Permit holder".
(7) By the deletion from Schedule 2 of the following Parking Places:
