Half-hearted
SIMILAR plans to the ones proposed in last week’s Guardian (October 8) have been bantered around for years and years but none of them have ever come to fruition.
I haven’t seen the full proposals but from your description it reads like a half-hearted attempt to solve a major problem.
Nothing new.
