Leading 33-12, Jonathon Toher was sent to the sin-bin for an indiscretion.
Ashley Losh followed him two minutes later for questioning the referee and Jason Jackson followed for asking why.
During Eagle’s three-man deficit, Bury pulled level at 33-33 but Eagle crossed for two winning tries after returning to a full complement, showing their capability with players maintaining cool heads.
Bury had no answer early on when Jackson, Losh and James Tickle had put their 19-7 ahead in the first half.
