Councillors voted unanimously to put off the scheme in favour of a more detailed briefing on its pros and cons.
They were especially concerned about the traffic impact on congested London Road.
There was also debate about whether the land should be used for housing - and if Warrington needs more housing.
The borough councills planners have recommended the 250-280 house scheme for approval - but the highways department has recommended refusal.
Greenalls told the meeting the land in Risley it planned to move to had only been put on hold until tomorrow, Thursday.
Bosses delcined to comment immediately after the meeting on what the vote meant for their plans.
Greenalls wants to sell its site so it has enough money to move and keep almost 100 jobs, and 247 years of tradition, in Warrington.
