Steven Broomhead to return as chief executive of Warrington Borough Council

Steven Broomhead
STEVEN Broomhead is to return to Warrington Borough Council as interim chief executive, the Guardian can reveal.
He will take over from Diana Terris on a temporary basis from next month.
Ms Terris is leaving to move to a new job in Barnsley in July.
Mr Broomhead will take on the role on a part time basis for six months from June 26, subject to the backing of the council on June 25.
The decision was made with unanimous cross-party support from the chief officer employment committee, according to the council.
Council leader Clr Terry O’Neill said: “We are pleased that Steven has accepted our offer of the position of interim chief executive.
“He will play a critical role over the next six months in helping to reshape the council in the light of huge financial pressures.
“Steven has an outstanding track record and shares our vision for putting the people of Warrington first so I have every confidence his considerable experience will stand him in good stead for this role.”
Chairman at the Warrington Wolves, he previously occupied the position for five-and-a-half years before leaving in 2003 to take over as head of the Northwest Regional Development Agency.
He was the first chief executive at Warrington Town Hall to earn more than £100,000 a year.

The interesting question for me is whether he is being paid to do a job from which he is drawing a pension. Will also be interesting to know if he is being paid through a limited company as a way of avoiding tax.
Apart from that, you have to question the wisdom of a council which is already profoundly distrusted by residents - and for very good reasons - employing a former chief executive. A new broom was needed, if you'll pardon the pun.

A report in this week's paper stated that the expenses for the chairman of Poulton eith fearnhead PARISH council had been CAPPED at £12,0000 per year.
These are to cover food, accommodation and travel - can't see any neeed for a parish council chairman to claim for food and accommodation, so that's £12,000 per year on petrol? - kerching! How big is the parish?

There is also the matter of ensuring equality of opportunity.
It has to be asked whether such considerations were thrown out when appointing a public sector insider to this well paid role.

Public bodies have procedures to ensure an open recruitment process in order to, among other things, avoid accusations, real or otherwise, of back-room deals,personal favours, funny handshakes etc.
There is also the matter of ensuring equality of opportunity.
It has to asked whether such considerations were thrown out when appointing a public sector insider to this well paid, council tax payer funded, role.

People who comment are too careless to check their spelling, capitals and punctuation thus making their (serious) point not credible, and
Diana Terris is moving on from a prior position as a Social worker, via Warrington, to head up another position where I wonder at the credibility of the Councillors which appointed her.

I'd chuck a bit of Parkinson's Law in as well. Nothing else can explain how Diana Terris can have a job paying £200k as well as five directorships and receiving £30k as the returning officer except for the fact she wasn't busy enough as WBC CEO.
