Leader calls for report in Peel Hall row

COUNCIL leader Terry O'Neill has called for a report into the process that led to delays to the Peel Hall application.

MP Helen Jones and five of her closest Labour councillor supporters are calling for the resignation of planning chief Andy Farrall after the hearing into the application for houses on the land was not held within the allotted time.

Satnam has already complaining to the planning inspectorate, claiming the council missed its own deadline for hearing the application and that the papers should go straight to a public inquiry.

It is likely the application would have been turned down by the development management committee in any case.

It still proposes to meet to hear the application anyway in March.

In the latest development, Clr Terry O'Neill and executive member Clr David Keane issued the following statement: “We have requested that the chief executive provide us with a detailed report on the administrative and regulatory processes related to this application.

"At this stage the planning inspectorate has not given their view on the validity of the Satnam appeal.

"The council has continually said that it is opposed in policy terms to the development of Peel Hall.

"We have recently enhanced the resources and management of the planning team who are one of the busiest in the north west.

"We also have had in place for the past year a detailed planning improvement programme which is overseen by a cross party sub-committee.”

Mrs Jones issued an angry called for Mr Farrall's head on Monday calling the mi-up an 'outrageous failure'.

She was joined by her son Clr Chris Vobe, Clr Steve Roberts, Clr Billy Lines-Rowlands, Clr Graham Friend and Clr Kevin Bennett today, Tuesday.

Another internal investigation - the last one on Bridge Foot revealed a catalogue of errors and mismanagement, with no one taking responsibility for the project and no one apparently held responsible for what went wrong. It concluded yet again that lessons had been learned, when the obviously have not.

I think it's important that they tell us how this is not typical of the planning department, it's all very regrettable, that they've commissioned a fresh report into how they can ensure this doesn't happen again, how lessons have been learned and how Warrington is striving for world class standards in its planning function. Maybe they should just edit all the other reports whenever this kind of thing crops up every few weeks.

I think it's also important that the report, its recommendations and the course of action are all decided by the people who were responsible for the mess in the first place. I mean, who knows more about Christmas than turkeys?

Mr. O'Neill seems to be playing catch up after some pressure has been applied. Why only now does he take the action that he should have taken much, much sooner. It seems to me and I am not sure but there maybe signs that there is an element of mutiny within his cohort on his watch.

You're right SAC_in_Warrington about the silent majority's mutiny. The silence of Geoff Settle is very unsettling - like. He after all pinned his colours to the mast about Peel Hall. How many more in the local Labour fold are keeping their feelings to themselves? There is also an uncomfortable elephant in the room in the shape of others in and on the council who might be under threat, but know too much to be given the heave-ho. TO'N was the chap who hurriedly arranged the so called independent inquiry, when others were calling for the Police to be brought. That way he took control of the unfolding events. He also arranged for the Bridge Foot internal inquiry, and what a suprise that was.

Geoff Settle appears to have been keeping his head down ever since Terry O'Neill rejected the petition to protect Peel Hall Park, maybe a feeling of shame about his party.

And in my opinion, that is good reasons why there is no immediate solution to the current issues that plague the Warrington Borough Council I hope that the light gets switched on for other people and that there is a positive outcome for the good people and the business of Warrington. Thank you Karlar for bringing some clarity to the comments. Lets have more of this and for some viable sanctions to be administered towards the Councillors and if necessary and appropriate also to the officers.
