The chairman of Warrington Borough Council’s organising committee for the World Cup is to leave his post.

Joe Blott, executive director for neighbourhoods and communities, has taken a promotion at Wirral Council.

He will become executive director for transformation and services and will be deputy chief executive.

Steven Broomhead, interim chief executive at Warrington, said: “He has done a really good job here and he will be missed.”

He said the committee organising games during the world cup in the autumn would now be looking for a new council-based representative to take over as chairman.

He is due to leave in April.

Interestingly Wirral, where Joe Blott is moving to, is an authority where strange goings-on also go on, shrouded in opaqueness and secrecy. Wirral’s latest mishap was to do with a large road maintenance contract being awarded to one contractor, without it going through the usual openness and transparent processes. An inquiry found councillors were not kept informed of the problems nor was their approval sought for a total of £1.4m of extra spending which became necessary as the contract progressed. The claims of wrong-doing resulted in the suspension of technical services director. The Audit Commission concluded he “probably” broke European rules by meeting with a representative of the contractor - and by then failing to declare an interest when the contract was awarded.
Of course they dealt with it in the time honoured local authority way. The senior officers involved were put out to a spell of gardening leave whilst investigations were carried out. After which they were allowed to leave with rather fat lump sums to help them their way. Sound familiar?
