Club loses licence appeal
Club Casi on Mersey Street
Club Casi on Mersey Street

A TOWN centre club that "drove a coach and horses" through licensing regulations has lost an appeal against the suspension of its licence.

Jeffrey Barnett appeared at Warrington Crown Court to appeal against his sentence for the multiple selling of alcohol to underage teenagers at Club Casi on two days in April 2007 and one day in May 2007.

But Judge Roger Dutton refused the appeal stating that it was not merely a trivial breach of the licensing legislation but "driving a coach and horses through the legislation".

The club was twice found to have sold drink to underage women while in May it failed a test purchase organised by trading standards and police officers.

Barnett was present on all three occasions and, at the time, was both premises licence holder and the designated premises supervisor.

Licensing officer Paul Draycott said: "The judge has sent out a clear message to all licensed premises in Warrington that if they fail to stick to the licensing regulations and they fail to meet ArcAngel standards, then positive action will be taken by the police and Trading Standards against the premises.

"It is time that licensees realise that they have a duty of care to the people who drink in their pubs and clubs and that they will be held to account if they fall short of the standards we have set. We will continue to target those premises which choose to abuse the law."

He later appeared at Warrington Magistrates' Court where he was fined, his personal licence was suspended for 6 months and the premises licence was suspended for 3 months in relation to the sale of alcohol.

The club is owned by The Rock Club Ltd and the appeal was based on Barnett claiming he was only an employee and that the suspension would affect the livelihood of 20 members of staff.

about time! it is horrible and dirty and has always been known for under age drinking. but as usual, no doubt the place will be open in a few weeks.

About time that dive was closed down. An embarassment to the time. As pioneer says, it'll probably be open again in a couple of weeks!

It's about time a proper message was sent to these greedy, irresponsible bar owners and more were closed down.

Next place to close should be Panama Jacks... although the local thugs and scum will soon find somewhere else to drink and start fights.

the thing is tho it is very hard to eliminate underage drinking because so of these girls that go out can look 25, but yes pjs always has underage kids in there.

It's a real shame that Casi has been closed down some of my customers are really upset at this as its the only place that plays indie and rock and roll music in town.

why not take a leaf out of the books of our friends over the pond and ID everyone? make sure its photo driving licences or something that is difficult to forge? All these security firms and door staff are on radio links if someone has been turned away from one place for not having ID Radio on to the other doormen and let them no - keep a list of the names they're trying to use? Surely its not that difficult?

I'm going to come to the defense of the club here, because since the last court hearing, when Jeff lost his license, the club has been turned around.

They employed a well respected licensee, that stuck to the rules, and when I do go in there, the crowd was a much older crowd. I know the new licensee personally, and I know she would NEVER risk her license for the club.

The judge has unfairly based everything on the past, when Jeff was both DPS and Licensee. They need to take into account the current situation, and reduce, if not cancel the suspension.

I have never once been into Level or Friars, and heard them playing the likes of Rammstein, Metallica, MSI, Cradle of Filth etc..

All they do play is the common ones that everyone will like...

Guns and Roses, Paradise City is the first thing that comes to mind..

And who the hell classes Bon Jovi as rock?

Friars and Level want closing down not Casi. They are just full of students and are pubs disguised as Clubs. Casi is the best club in town after the Carlton shut.

Very rarely will you see underage people in Friars. The bouncers tend to be quite strict when IDing people. I went to Casis once (believe it or not, when I was 17) and I still felt old. You would think after the first warning they would have started IDing more. Fair enough it might be the only club of its sort in Warrington, and you don't find much trouble around there - but at the end of the day, its the place where kids go to drink cause they know they can get in!

I used to go in there when it was Chaplins great night out playing proper music for proper punters. Lately it has become a bit of an eyesore, shame.
