What are these strange particles?

What does it mean when you see particles in the atmosphere that look like, what I can only describe as, falling rain?

I have seen this rather a lot at home lately, and asked my husband if he can see it too, but he just didn't know what I meant. Can you make anything of this?

Is this day or night? If you have no problems with your eyes, it could be spirits but I would need to know how you feel when you see them. Do you feel calm or agitated?
